Introduction

This is the report to the A.G.M. on the previous year's activities, by Nigel Waters (Convenor) and Tim Dixon (Secretary).

Copies of all submissions and letters referred to in this Report are available from Nigel or Tim, or in the Submissions section of this web site.

In addition, various media comments were made by spokespersons on behalf of the Council during the year.


1998
16 March

1998 AGM

June

Submission to the Senate Legal & Constitutional References Committee Inquiry into privacy issues, inlcuding the Privacy Amendment Bill 1998.

October

Submission to the Australian Competition and Consumer Commisison (ACCC) on the Australian Direct Marketing Association (ADMA)'s application for authorisation of a Direct Marketing Code of Practice - supplementary submission in November.

November

Nigel Waters took up representation on ACIF Privacy Codes Working Committee (he had previously represented Communications Law Centre and Consumers Telecommunications Network (CTN)). Meetings on Customer Personal Information and Calling Number Display Codes continued throughout the year.

December

Letters to Australian Communications Industry Forum (ACIF) and the Australian Communications Authority (ACA) about weaknesses in the telecommunications self-regulatory scheme.

1999
January

letters to Telstra, the ACCC and ACA complaining about Telstra's "Unblock your line" campaign - regulators declined to act but Telstra aborted campaign.

February

Submission on Victorian Draft Data Protection Bill.

February-March

participated in review of ACIF, including inaugural Consumer Forum on 24 February.

February

invited by Commonwealth Attorney-General's Department to join core consultative group (CCG) on drafting of private sector privacy legislation. With other groups, declined to attend first meeting in Canberra on 17 March due to lack of travel expenses, but submitted written comments on issues.

March

submissions on telecommunications interception to two reviews: by the Australian Communications Authority (Telecommunications Interception Review - Review into longer term cost effectiveness of arrangements for telecommunications interception, Discussion Paper December 1998); and by the Attorney-General's Department (Policy Review of the Telecommunications (Interception) Act 1979 - undated Draft report).

29 April

Attended second meeting of AGs CCG in Sydney.

April

submission to Parliamentary Joint Committee on ASIO on its review of the Australian Security Intelligence Organization Legislation Amendment Bill 1999.

May

ACIF Codes on Assistance to Law Enforcement and Emergency Services issued for public comment. Charter Council represented by Nigel Waters on the Working Committee responsible for these codes throughout the year.

June

submission on ACCC draft determination on the ADMA Direct Marketing Code of Practice.

June

Comments on draft RFT for intergovernmental Smartcard Interoperability Project.

June

invited by Finance Industry to participate in consultation on reform of credit reporting. Tim Dixon attended first meeting on 29 June in Sydney
